This may seem silly, but I have no evident explanation.
Most if not all condoms fail to unroll to the base of my penis. I am not particularly long [7+ inches measured on top] and of average width in circumference.
I have tried multiple brands, models; I always have at least an inch at the base uncovered. I cannot figure out the anatomic problem. I am slender in build.
I do not like the knowledge that I am clearly coming into contact with vaginal fluid where exposed.
[Two or three ladies were on their period, I was not advised in advance. I was none too happy].
Any advice would be appreciated.

It may be the way that you are circumcised (if that's the case). Some circumcised penises tend to be "tight" and it sort of "pulls up" the base of the penis and makes the base seem wider, like a tree trunk. At least this may be a partial explanation.
You may need to use Magnums or ask the provider to use the female condom. Other than that, not having personally examined the situation, I cannot comment further.

By defination, the condom should fit & these did not. These days, condoms come in different shapes as well as sizes. I would suggest yu research shapes & sizes online, someplace like Condom Depot.
I agree with LG, female condoms would also solve the problem.

I understand that using a male condom with a female condom is not recommended. Seems like it can increase the chance of breakage.
