I would not haggle with a provider...  but many do run specials.  I don't have mobile internet access, or the time to surf...  so is it wrong to inquire if the lady I'm interested in has a special (which I could accept or not or might not apply to the time interval I have in mind).

if the economy continues in its most certain path...you wont have to inquire for long
