It wants to convey the idea that the biker is indifferent to the chick that's got the hots, but if he's a fire extinguisher that would imply his power is to turn the girl off. But he does the opposite of that, in fact. If he turns her down, she'd probably get hotter.  

The loser is more likely to extinguish her flame. The biker should be gasoline, if anything.

Then it's even worse. I was being kind, trying to find a theme that explains the entire picture.  

Clearly, they're making use of the fire as passion metaphor. That bad boy wouldn't extinguish the girl's passion. On the contrary, she's obviously inflamed by him. The biker being an extinguisher ruins that, so at best it's a mixed metaphor and therefore not a good cartoon.

I know you say that this is just a cartoon, but cartoons have been a much more potent source of political change than other media.
