Does it bother you guys when a providers rate is tied to cost of living in your city?

I think that is quite fair. I have commented on that in the past.

What frustrates me is visiting places that the prevailing rates are significantly higher and there is no underlying cost basis.

It is a very reasonable and normal thing to do in business to base your price structure on a cost plus basis. Take your cost of doing business and add a reasonable profit margin to arrive at the retail price for goods/services.

Doesn't bother me at all. I know what my limit is and if I feel the rate is too high, there are always others.

I could see if a lady from Thailand came to town and undercut everyone's price.  She figures after all expenses, she gets 25 per session, but thats a lot back home.  Does this count as NAFTA?

But if it is a travelling lady from NYC or LA and her travelling rate in my much less expensive city is not equal too or LOWER than her home city I will generally pass.

I will add that I expect the LA and NYC rates to already be high compared to other US cities, so if she is adding additional charges then she is probably going to be above what my budget allows.

But in the end it doesn't matter what she chatges.  If she was $1500 an hour and she can get it and gets good reviews, great for her and her happy clients.  But that is way out of my league.  In Seattle there are many 300-400 providers with great reps.  This is generally over my budget too so I stick with the under 300 crowd.  I have been known to splurge on a lady I was very interested in though.

So no, charge what you want too, what you need to make a good living and if I can't afford it, I am not begrudging.

I do understand that there is airfare, hotels, etc that can add up for the touring lady.

Of course travel expenses are part of your overhead and need to be figured in to your rates.  That being said, visitor or otherwise I have a cut-off point that I seldom exceed when it comes to seeing new ladies.

I had a limit that I would pay, but then wanted to see a particular lady enough to exceed that limit. Now, I just look at a few ladies when I travel, and usually find just who I'm looking for at a rate I can afford.

If I see a provider who is over my regular budget and I really want to see her, all I have to do is Save until I have enough ..

offering the same experience in the same geographic area.  I would expect to pay more in NYC, Miami or LA than in Indianapolis or Orlando (sorry Orlando, I have had great experiences there but O-town is not a metropolitan area).

I'm also an avid hobbyist... a fact not widely known...

and the same logic holds true here.

A decrease in the rate might result in an increase in total revenues, but this will not always be the case.  The elasticity of the provider is a primary input affecting the output of the earning power.
