Currently my ATF is UTR, she has been since June/July of this year. I've been seeing her since she went UTR and now I'm only one of a handful of her current clientele.  I know her personally and we've hung out OTC.  I have an extremely particular taste when it comes to the total package of looks, personality, and performance and trust me guys my ATF is elite and blows away anyone else in the top 10 of the entire country.  

Some gals like to create that small circle of friends and run with that till that group moves on.  Then they run ads again looking for that next small circle of friends.

I know plenty of UTR ladies. And they are indeed special. But I also know many...many outstanding ladies who are very visable. Ladies go UTR for a variety of reasons. Often it is to evade crazy X-SOs or stalkers  or thugish pimps that portray themselves as agency owners.. It is not always a matter of being "elite".
