Can a review submitted with no ads?

A new lady who is UTR is ready for reviews. She has no P411 or Website.
Can a review be written with only contact information (Email and telephone number)?

...Ad, a web site, P411, an agency profile, something.  

I'd go ahead and write the review (the details)then save it, encourage her to get an ad up (or a free web site), and then submit the review once she has a web presence.

If she is UTR you should not review her anyways....

unless of course she said it was OK, in which case she is not truly UTR.

However, she does need a web presence of some type with photos, so no, she can not be reviewed with just the info you mention

photos are not a TER requirement.  A web presence is.
