1. you can't cum quickly but you recover fast. you can last hours going through many positions as possible like an energizer bunny,  without Cumming,  but you can still cum when you jack off (or rub one out).  you can go again quickly after but it takes even longer to cum subsequently.  

also, you can still cum when you bare back with your so/gf/bf,  so it is more about the sensitivity than a health related cause.  

2. You're overly sensitive and lose it quickly. you need those time to recover, however you last only 2 minutes in any particular position before you lose control and ejaculate. It takes you much longer to recover but you can still go again.  You can't last more than 2 minutes though.

try switching condom brands.  they make a big difference

also,  vigorous exercise Cardio.  somebody said swimming a few laps help with circulation.

When young, I'd come fast, but recover quickly.  Up to 3 in an hour was not uncommon with the right gal.
