Other than Las Vegas, San Francisco and Houston--where LE is almost invisible--what other cities do you feel LE closes a blind eye to spas/agencies and so forth? We can vouch for these three cities from working and living there, but what others are there? It amazes us at how hit and miss this is from county to county, city to city.
