You didn't say where this "downtown" was.. but it might interest you to know that this sort of thing is very common in Europe, particularly in London.  It's called "dogging" and there are entire websites devoted to it.  There is one site that publishes dogging locations in England, so you can go and watch.  Or even participate - some of the women post the days and times they'll be at particular locations and they invite all cummers.
