It won't bounce. It'll go to their mailbox but they won't be able to retrieve it. So you won't know if it's a basic member or a VIP who chooses not to answer.
There is no way to tell VIP or not. Even the board moderators cannot tell the difference. We are a community and I did not want people to be discriminated against based on VIP Status.
