I first heard about the used-panty vending machines from a relative who was living in Japan at the time.  His mind was blown. I suggest you have your friend do a little more research.  I also think he should check closer to home.  I know some porn stars sell their used panties.  That would be cheaper, I think, than a trip to Japan.
I also have a really great used panty story myself but am afraid to tell it to your friend as I fear it would cause him to splooge his keyboard.

I have a panty story, but it's not all that hot, in fact, it is somewhat sad.

I had a gal come over, ostensibly for an overnight.   It was a long time ago before the computer age, and I grabbed a gal out of the want-ads.  She was not bad either in looks or performance, and the price was reasonable for an overnight, but after dinner and finally finishing the first round, she says she needs to go out for cigarettes.  Well, even as green as I was then, I knew what that meant, and sure enough, she was long gone.

However, the next morning, I found a surprise on bathroom floor.  You guessed it, her panties, and they were nice and ripe.

Wish the hell I had held on to those, but I was married and had no idea where to store them.

Here's a question to gals:

Have you ever thought of gifting your used panties to your dates as a memento?   At least for us guys without a wife at home, it would make a nice keepsake.

in the magazines I used to read, there's a real demand for this product.

The biggest problem is how to ensure product quality from the inception of the soiled panty to the market place.  I, for one, would have loved to have made being an inspector for this purpose my life's career.
