I don't know Kraft's considerations, but there is no paper trail of phoning, emailing, planning, scheduling, financing (bank withdrawals), etc.. (Compare to the experience of NY Gov Spitzer who was initially investigated due to multiple questionable $5000-cash bank withdrawals.) It's a case of "I stopped at the mall to get a bottle of water at the mini-mart and there was an air conditioned massage parlor next door. How was I supposed to know ...???"
