To answer your questions:

I just take it as he is not very good at researching who to see or has a lower budget. I also look at how those reviewers typical give scores (some guys always give lower scores) and compare it to the content in the reviews. It always baffles me when a guy describes a 9-10 time but gives low scores, same holds true for giving 9's and 10's but reads like a crap time.

The few times I have been a client: A GFE is a must. So all those things that are typical GFE acts matter to me. I go beyond that though. I do look at the personality and if I feel I could have a great time beyond just the sex. I book dinner/meet combos, so it would hold great value to me to have a great conversation. I want a lively time with someone who is bisexual. I hesitate on meeting with girls who are more PSE or S&M as the approach is vastly different than GFE.

If they see a certain type and I am not in that category, I make sure he is aware that I am different than what he is use to. Maybe he decided to try something new.
As far as "similarly situated", it really just depends on each person. More often than not, if he clears screening and is polite/comes across as being nice, I am willing to meet. Perhaps he is learning about the Hobby just now, I happened to catch his eye, or his financial situation changed.
I use references as part of the screening process. It doesn't matter to me who he gets his from, just that at a minimum I can see he is safe and not LE.
