She didn’t say she would have anyone arrested. She alleged that someone threatened her and she is saying that she will report them for threatening her. She doesn’t care if said reporting ends up with HER getting arrested, presumably because it would come out in the report that she’s a SW’r.

Admin might take action if someone made a real threat. But they definitely won’t like that you’re spamming people.
CDL beat me to it, but the “No matter how many times you have to do so.” is menacing. I know it’s not your intention, but you’re making yourself look like a threat here.
I didn't take the "No matter how many times...." comment as coming across as threatening. It came across as quite obnoxious, in that it seems to imply she will keep sending the unsolicited communications about her services to people who have clearly said they don't want them. Bad telemarkting? Robo calls? Who wants that.
Of course with Kitty she might have been trying to say something else but as written seemed like she was saying "I can be obnoxious and bothersome to try getting business but the receiver has to stay cool and if not polite at least not upset."
Bad look regardless and I agree that this whole thing should have been kept to private channels not the public boards.
