You need to get over the fear.  At this point, I shave the noogies the same way...with a razor and cream.  With today's razors, it is hard to nick yourself if you are diligent and careful, and if you do, blot it with tissues moistened generously with peroxide until the bleeding stops.    Always be sure to hit it after you are done with an astringent such as Witch Hazel, then shower and clean thoroughly.  With experience, you will be able to get a mostly clean shave without any nicks.  Be sure to use fresh blades always...

Use a gel type of shave cream that sticks real well, and a razor that is not too sharp or dull.

Take it one small area at a time and stretch the skin while gently stoking the razor over it.  Don't insist on getting every single hair, if a few remain, it's no big deal.

Don't forget to shave around your ass while you are at it

And shave a day or two in advance just in case

during my pregame shower. If it dries, a little water promotes a smooth shave. The lanolin, etc. also prevents rash and razor burn.
