What does "best" mean? Price? Number of GFE providers? IMHO I do not consider Nevada (legal state) to be in the top. I consider the Carolinas the number one area. Tbe providers are great looking, GFE, fun to be with and great personalities plus reasonable prices. They are like the shag song, "Carolina Women" or something close as I have CRS (Can't Remember Shit) today. But there are some great women in Virginia-- Ruth of Richmond is a natural top one (she must have Carolina blood in her).
We've been debating for months with a variety of hobbyists where the scene is the best in America. Libertarian LE (more or less), decent rates, outcalls in a city environment and so forth. Obviously, we are a group of providers hammering this one out. And we have had friends that have moved on to other cities, lost contact with them and, of course, wonder how they are doing in Chicago or whereever.
Why, because you can meet a whole lot of ladies who have that sweet Southern Style and only pay about $$.5. You get the variety, looks and service of LA with a better price and attitude.
This is just the "massage parlor" selection with ladies that give excellent service for under $$$. There are many independents and other agencies that operate in town without interference from LE. I live in CA and enjoy my visits to Houston every time I go there.
I have seen escorts in NYC, Chicago, Las Vegas, LA and SF. After I became a TER member, I have been to SF & Washington DC and most of my activities are in LA (hometown). I have met providers from Miami visiting DC.
Based on my observation on reviews and ads in the above mentioned cities, my ranking is as follow:
LA, Miami, NYC, DC, Chicago, SF, LV
The reasons why LA is the best city for hobbyists (using comparable rated providers as basis):
1. Lots of beautiful providers from low end to high end. (Miami might top that.)
2. Average donation is low compared to SF, Chicago, LV & NYC. (A bit expensive compared with Miami & DC)
3. Lots of incall & outcall opportunity, both daytime and nighttime. (SF, NYC, Miami, LV are more tilted towards Outcalls and nighttime)
4. More providers offer GFE type services: BBBJ, BBBJTC, DFK, Asian, etc. (SF is very lacking in this regard. Again Miami is a close second)
5. Easier for hobbyists to have excuses for coming home later. Constant traffic jams; need to drive to get anywhere; employers are very accommodating for flexible work hours or lunch breaks. (Not sure that is the case in DC and NYC)
6. Libertarian opinion on escorting and lenient LE (SF, Chicago & NYC are better. Too bad Miami is in Florida )
7. Miami has more restriction on admitting locals. (This is a major reason why it is rated lower than LA) DC has to rely on visiting ladies, most of them from Miami & NYC, to keep up with the available talents offered in other cities. It is hard to expect to have good availability and service quality for visiting providers.
8. There are more TER reviews from LA posted daily than anywhere else. (The clincher)
LA is like going to a 24 hour candywarehouse. The guys have so many ladies to choose from and since there are a lot of gents coming to town on business, the ladies are less competitive. LA is a freak's dream come true. I hear Chicago's also pretty wild.
In san Francisco, yoo can get full service in a strip club. At one trip to a club on Market Street, I got three blow jobs in one night, one from two girls who were giving me a freebie in the hopes I would pay for more (sorry girls, I didn't like you that much).
In LA, the cops still bust escorts. In SF, if you stay off the street and don't use a public toliet, you can do anything you want. We have our own porn stars and great TS's and you don't have to drive far.

SF is an exciting city. However, my experience leads me to firmly believe that there are other cities in America that are more hobbyist friendly.
SF, sure offers up good variety. But, some of the providers here are detached, and strictly in for the money. A GFE is rare to find.
Besides the cost of hobbying here in the SF bay area is far more expensive than in other places. By the by, there are quite a few strip clubs in LA that offer an intimate connection for a 1/3 of the price!
If you include Vancouver, Montreal, Toronto in the mix ... SF, and some of the other cities mentioned fall pale in comparision. You certainly get more bang for your buck (no pun intended).
Now in terms of travel -- that is relative, and simply depends upon where you reside.
Used to live in DC. Surely there has to be some lovely girls there who could be future providers...after all, there are some great colleges there. What gives in DC? Why do they have to import talent, GirlCrazy? Just pondering...
DC is not a fun place to live for providers. Too conservative, too much politics, bad weather, etc.
It is also the case that DC is in the path of two great provider rich cities (NYC and Miami). In the case of girls from Miami, DC is a good stop on the way to the NYC, Philly and Boston. For the New Yorkers, it can attract more business because of the lowered rate in DC. For example, a beautiful model like NYC girl has to charge 1000 or 1500/hr in NYC to maintain her status. If the business is slow due to seasonal effect, she cannot cut her price in NYC. However, she can lower her price to 500/hr on the road with not much effect on her rate when she is back in NYC.
Given the level of competition from the visitors, it is hard for quality local providers to maintain their footholds in DC.

What about these cities? How is LE in these cities? Opinions? Enough providers in these cities? Costs in these cities? What about other parts of the U.S? Houston is good, LE is lax for now, but Houston is getting too filled with providers--which, of course, is great for hobbyists! However, one day--trust this--LE in Houston (which is now concentrating on protecting the city from terrorists and watching the chemical/oil & gas plants) WILL crack down. This is not the Houston of even 2 years ago when LE was very, very rough on providers and hobbyists alike. Remember that Houston IS part of the Bible Belt and this little "dream" of a hobbyists' provider wonderland will end one day when LE quits worrying about terrorists...and turns back to watching hobbyists and providers. Again, this is the Bible Belt kids! Another thing is that Houston is now loaded with Pimps--something that they never had before! So, all is not golden in Houston.
