For me I will only see girls who have reviews either on this site or some other one that I consider to be reputable. I will not make a deposit unless I am asking a girl to possibly fly to my area to see me and I will not see a girl who charges me just to see her pics. ... in p4p, before I found TER, I didn't have many rules. And I didn't have many good experiences! Then I found TER, stuck to well-reviewed ladies, and I haven't had a negative experience in years.
My main "rules" are to see only providers who are well-reviewed, OR have been referred to me by a provider or monger I trust. I've made a couple of exceptions where the provider isn't currently reviewed but has a solid reputation and is on P411. The other exceptions I made few times a few years ago is when the provider wasn't reviewed or on P411, advertised for "massage" 
, looked really hot, and had a very reasonable rate. It was low risk, financially and otherwise. Each time I did that the woman was the one in the pictures and the session was worth the money, but they were just ok. So now I stick to those ladies with solid review histories.

As far as reviews, TER, p411, etc, those are all great, and helpful in finding good providers, but no hard and fast rule for me. I just need to vet them somehow, and there are other ways. I have seen ladies off BP and similar sites with no reviews, no p411 presence, no websites, and still will if I feel good about it. I will walk away if the pictures don't match or if something seems sketchy.

Many free sites set those pay only photos and the money from them goes to the website company, not the gal. There is a way to undo the pay feature, but it is complicated and many gals don't bother to.

Although as you said, you may not have that luxury based on your geographical restrictions. I would probably be tempted too if I were in your shoes. Being in the Washington DC area, there are plenty of amazing choices. For my own safety, she needs to be reviewed and have been reviewed in the last 6 months. I have taken a chance on newbie providers in the past, but didn't find out until I was with her what she was like BCD, so since I may not enjoy her menu, I can't see myself hoping for the best at $300-$500 an hour LOL. Unless a new provider in my city with out reviews is participating on the local board, and I am aware of her and am seeing her making an effort to establish herself, I avoid them.
The second is a P411 membership. The only method I have to screen girls I want to see is by at least making sure they are on a verification site, and that someone has seen them recently to describe the encounter, so I can get an idea of a good fit for me.
Beyond that, it isn't rules as much as preferences.
Unless she's an Asian agency girl, she must have some TER reviews. The reviews and TER profile tell me what I need to know as far as menu, body type, appearance, shaving, etc. I will not see an independent girl who has no reviews, because nothing is worse than getting there and finding out her entire menu consists of a covered hand job, except for the $50 upsell, where she will let you suck her toes.
With an Asian agency girl, I will and do TOFTT about a half dozen times a year. New girl, no reviews. Regarding the trafficking issue it is a little complex. I don’t see The visiting K-girls that come through the agency in Atlanta because I don’t like the scripted service. I have been cleared to see see the visiting Russians but just haven’t had the time to schedule an appointment. Regarding whether the K-girls or Russians are trafficed I just wonder who fronts the money for them to come to the States and then provides for all their travel arrangements and food and lodging while in country. All the kgirls I know, and it is a decent number, are not girls that are 'trafficked'. They're not at all associated with organized crime. They're all of age and come here and work on their own volition. You may have them confused with Thai. The KGirls learn through word of mouth as to where to travel, city to city. So the K-girls would have to come to the States either loaded with cash or plenty of available credit on their credit cards in order to pay their way until they start to make money. Some of them have very limited English language skills so it would make it difficult to some extent to negotiate the travel between cities. Their limited english skills are pretty insignificant as they deal with korean owners. Their friends will also help them with contacting owners and travel arrangements. They make due with clients as most clients and providers can get by with basic english or gestures. Most are here legally with travel or student visas. Again, they don't front money to the agency owners as the owners are always looking for new talent. The new girls usually pay their plane ticket to the location that they work. After that, it is a split between the girl and the house for each customer that comes...so to speak haha.
