So, let me get this straight: the government thinks an exposed nipple should cost over a quarter of a million to prevent.  

I think we should have g-men at topless bars giving ladies a quarter of a million dollars each to not expose their breasts.  

Let's face it, by the government's estimate, that project should be worth it, more than any superfund site.  

It makes me ponder: how insane would Congress be now if Janet Jackson had been a size DD?

They'd have shit themselves if she had larger breasts. Mothers everywhere would scorn big breasted black women in rememberance of when their little tykes were exposed to *gasp* a nipple. You know, we all suckle at our mothers teet for what, a year, a little longer (help me out here ladies, I have no kids) and spend the rest of our lives trying to reattach. If only the Mayflower had been full of sexual "deviants" rather than Puritans.... maybe our o.j. commercials would have group sex in them and Janet Jackson's nipple wouldn't be such a big deal.  

If Janet Jackson(or any woman)were to whip out a mammary in a mall, church, supermarket, or even Spagos restaurant and starts feeding their infant it suddenly becomes a beautiful and sacred act protected by every activist group and government agency known.
