We recently had a thread on the best "sex city" in America. I'm curious as to what providers and hobbyists think is the worst. I nominate Albuquerque, NM. For a city of 800,000, I never seen the hobby as dead as it is there. Very few indies. Agencies are few and of dubious quality. This is undoubtedly due to a aggressive LE presence. If you think you got trouble in SD, stay away from the Duke City.

Very aggressive LE. Thinking about having sex is considered a felony.

Phoenix and San Diego rate high on the LE enforcement level and lots of rip-off agencies.

I would have to agree, Albuquerque is absolutely dead with regards to "action."  I used to travel there quite frequently on business, and could find NOTHING!  Well, nothing except getting ripped off (this before I discovered TER).

In Van, you get what you pay for and THEN some, especially if the exchange rate is to your benefit!

New Orleans is quite weak relative to its reputation as "Sin City." I don't think it's QUITE the worst city of its size in the country, but the discrepancy between what you'd expect, and what you get, is quite high.

It's hard to remember if I've been ripped off more times (pro rated) in Seattle or San Diego.  However, the absolute worst has to be Washington DC.  The acme of my experience in this regard was in my pre-TER days when one night I asked for two girls from an escort agency.  They showed up--they were two beautiful young girls.  I was suspicious that they were dressed a little too well.  After about 5 minutes the rip-off was revealed and the woman who answered the phone when I called to complain went so far as to threaten to put my name on some furshlugginer website if I complained. That was the last time I called an escort agency in DC without a referral/recommendation.  I think with the high rate of visitors, especially the type who can't afford to get their names in the papers, this game continues to work well in DC.  May a special room in Hades be reserved for them.
