Outside of this, there are a wealth of escort agency sites that would place your banner a decent rate, if not for free.  

Pretty much every major metropolitan area has a "street rag" where local escort listings are found, and 1/6 page display ads are relatively cheap.

IMHO, if the object is to target those gentlemen and providers that are not already on the Internet and eventually find your site through the conventional routes, you should divide your resources between what is online and what is available through other forms of media.

Try FM-TALK Radio 97.1 I would guess the Tom Leykis Show, or Howard Stern would be a good target demographic.

Just remembered.  Xcitement magazine is in several cities and is distributed free in a lot of nudie bars.

How about KSEX Radio, the internet radio station that is basically aimed at the adult audience?

Biggest problem is that all the outlets that automatically come to mind, do NOT want to be associated with the unlawful side of the industry.

I would agree with the others.  Leykis or Stern are both good.  Both shows fit the demographics.  Also, "The Man Show" on comedy central is a good one too.
