I suspect that many a provider has a one-shot-only policy for occasional use, to be brought out in cases where a young hobbyist with more stamina than finesse or consideration might otherwise wind up doing his unvarying impression of a steam engine for a whole hour.  If it takes her days to recuperate from the session, after all, even "$$$$$$$$$ per hour" for actual session time would be far too little.

if I may first address a specific issue you mentioned about required extra tip money for second pop. what I really don't like about this policy or procedure is that it most likely involves discussing money in return for certain acts (never a good idea), as we are supposedly  only paying for her time.
 
secondly, each lady is allowed her own rules and regulations. some don't kiss, others won't BBBJ, and some allow one pop. might suggest doing our homework and find the one that's right for you and then communicate your expectations to her as well.

Ah, there in lies the problem.  Antiphon may have the answer for you: "more stamina than finesse."

Hang on to your toes junior, I'm in my late 50's and can and have managed 3 with in the first hour when the excitment level is high.  Granted, I may have been shootin dust on the third, but the sensation is the same and the lady doesn't give a hoot what the...shall I say..outcome is.

If she is a decent provider, she is charging for her time only & not a particular action, either on her part or yours.  If she is counting, then she is not enjoying what she does.

If you are visiting me for one hour. Then thats your hour not mine. You want to pop your cork, once, twice, three times or every five minutes. Thats up too (Please bring extra condoms..)

I can not take $250 a visit for 10 minutes and feel comfortalbe. Unless the client is cool with it. And knows he popped to quick, but there is always other things to do for the rest of our time together.

I never put a limit on how many pops, that is bad biz.

As long as there is sufficient time left in our date, I will allow two, three, or five million pops. The only qualm I have with it is when clients schedule a one hour date, and expects 3-4 pops in that hour (or what turns into 1.5/2 hours). I am not a clockwatcher. I am quite generous with my time, but there's a point where some clients attempt to knowingly take advantage of this generousity. For example, last night I entertained a client for a one hour date. He popped twice in this hour. Our date was to have ended at 8. At 8:05, he wanted me to get him off again. I had dinner plans, and he eventually got the hint.

All I kindly ask is that you be respectful of a provider's time. 99.9% of my clients are very aware of the time. They take the initiative to shower, get dressed, and be on their merry ways. They realize that I may have another date after them, a doctor's appointment or class to attend. That .01% who knowingly try to extend their time without extra payment go on my do not entertain list very quickly. It's not so much about the time or the money as it is the fact that they KNOW what they are doing when they are doing it.

It is really interesting  how this topic  continues to come up every few weeks. Would it not be easier to read the provider's reviews and get a clear idea if she allow 2 pops or not? This way the fustration would be eliminated.
Personally, I like the first pop to be quick and fast. So that we can get all the tension and stress out of the way. For the second pop usually 99% of men take longer which allows for more play time and the ability to experiment with different positions. For some reason though men like to hold out as long as they can for the first pop and then it takes a lot longer for the second and this could take them way over the appt. time.
** my suggestion is to read the reviews and make sure that what you are looking for is mention so that you can have a good quality experience. Personally, I like the more pops the better.( within your appt time of course)........Yeah!

This subject is such a trip, but if you're taking a survey then I will tell you that of the hundred or so sessions I have had, I've never had a multi-pop experience.  As this was the heart of why I became a hobbyist, I was very surprised to find just how many providers are not talented in this area.  Sometimes it bothers me that I can go into a session and not cum, as well, to think I might be to much for a provider to handle.  

This hobby can be so explosive and I think one reason is that power plays such a key role in what we do.  The providers have the pussy and we (hobbyist) have the money.  We hobbyist write the reviews and the providers have the rep(s).

I believe, and practice, that one hour is one hour, and two hours are two hours.  Whatever activities that can take place within that amount of time is welcomed and cherished :O
