Well, some providers do accept them.

The notion of "only" accepting them is pretty bizarre... I highly doubt that is accurate.

The only motivation I could see for such a policy would be an intent to overcharge or defraud the card later on.

I've attached a link to an agency in Cleveland that does not accept cash.  I have a friend who's a retired provider in Columbus, whom I asked about this practice.  My friend said that in instances where the agency or provider caters mostly to out-of-town businessmen, the lady almost exclusively visits the gentleman's hotel, and many of these hotels have a problem with this activity, and actively seek to restrict its practice.  By never having cash on their person, the ladies are [a little] less vulnerable to LE.  But mostly, since there's no evidence to be confiscated, the providers reduce their exposure to financial loss in the event of an LE raid.  This exposure can be significant, as in the case of the agency I cite, which promises one hour delivery.  As such, the ladies must go directly from one appointment to the next, and they drive themselves.  Therefore, there's no driver to take the money off the scene.

Maybe they don't want cash laying around.

I bet this person is slow.  The one form of payment is not acceptable in this hobby. Some clients want to or are only able to pay cash.
