Generally the "she's in town" is more of an ad.  

Each message is judged individually, and usually pretty easy to tell once viewed.  That is the job of the local moderator to decide.

If we find the web site of someone we would like some info on,  I'll call her X, and we cannot find anything in the way of reviews on X.

Is it okay to post a link to X's site to possibly find someone that has seen X?

The new guidelines only effect the providers except in one way. You can not post an obvious ad for a lady. A link to a site or even a "Hey she is in town" with a link are not ads. Other than that you can pretty much post anything that isn't too dangerous or vicious. We try to keep some decorum here :) Posting of private information will get deleted as well. No reason to endanger anyone.
