Street soliciting can be regulated by ordinance, and I would submit that it would be a lot less prevelant and more easily controlled if the activities weren't on the vice squads list of things to do, and the ladies were given a geographic area to ply their trade. Mandatory health check ups would cost plenty of money, and smacks of socialist engineering, but the money that municipalities spend on prosecuting this work may be more than the costs that I have suggested. I've seen worse, and I'm not a provider. Some guy posted a message in a public message board of a provider which was then e-mailed to everyone on the mailing list. It read something like,

I am not endorsing street walking. Just the opposite. How can you regulate what consenting adults do in the privacy in their own homes? I agree - legalize this hobby.
If its "decriminalized" (as opposed to legalized) then then the girls can work in their homes or outcall and have no excuse for being on the street. I bed decriminalzing would automatically reduce the number of streetwalkers because the girls would prefer to be inside rather than walking. I think England is a good system. Streetwalking is illegal. Organization (brothels) also illegal. Working on your own...not illegal...not legalized either...meaning no licenses...very private.
