A client who works for a tel-com company that services the WI/IL-Chicago area told me today that they install phone systems for police departments. These systems can imitate almost any number and show up on your ID as someone you would recognize. LE uses them often for drug busts and such.

Ciara, any police department that doesn't know how to spoof a phone number is living in the stone age, and probably can't download this page on their Conmmodore 64. lol
Nothing new. The average person can do it from their own cell/home phone these days. That's how they all those T-Mobile accounts were hacked into (including Paris Hilton's).
Now that's interesting. It's pretty easy to trace back any IP address to an individual computer so how is it that an IP phone can't be traced? After all, it's comping from an IP address and that IP address was assigned by your service provider.
