Probably an indpendent unless her donation requirements were at or above the average PS provider rates. On average I would say PS donation rates are higher than average independent rates, therefore there is a smaller group of clients for the PS to have had reviews submitted.

These are general rules of thumb and there are exceptions to every rule.
