I've just been a member for a very short while, I had never even heard of TER until I stumbled upon it quite by accident, so I learned about the shutdown only because it's mentioned in these Discussion Boards.

What happened is after fosta passed in something like April of 2018 they disallowed ip addresses based in US on TER.  

You still could use ter if you were using a VPN or were visiting the site from another country.

I think in December of 2019 they started to allow us ip addresses again. Wasn't great timing for them, to be honest.

It was never shutdown. They were denying access to US-based IP addresses, which was easy enough to get around with a VPN.

but it may as well have been. It was near death, living on life support from April 2018 to December 2019, with the same 10 or 15 people posting on the General and P&R boards.

There was no access from the USA unless you used a VPN with a foreign IP address. Even If you bothered to do that what was here to see?  All USA reviews gone. No ads from the USA. All the regional discussion boards died (and still haven’t recorded).  So yes, TER never “shut down” but they were as good as shut down to the vast majority of users.

that were still here using VPN started exchanging private email addresses at one point in case TER did not survive the blackout, so we could coordinate another place to meet.  It was quite a pleasant surprise when it came back online in the US with little warning,.

During the non-shutdown/shutdown, all previous reviews that had been submitted from US IPs were taken down/deleted? Did they remain deleted after the US was allowed back in the playpen, or have they since been restored?

all of the US reviews that had been blocked came back and were accessible the same as before the blackout.
