If you, as a client, booked a hotel so you could see a specific girl, that would be a set appointment, correct? And when she cancels, and you still pay for the room, that is the two of your faults, collectively, that you're out the money for the room, right? Yours for doing an outcall, and hers for canceling?
Now lets say you contact another girl (2) 30 minutes before the original appointment time with the OTHER girl. You offer less than her posted rate, which is already lowish for NC. 2 says no, as she already accepted a $50 discount on an appointment for you for the next week, and you are asking her to drive an hour round trip on 30 minute notice when she's got stuff to do. (Plus, you have already admitted to having two other girls booked this week, not exactly hurting apparently)
Are you entitled to some "deal" forever, because a year and a half ago an agency 2 worked for gave you one? If girl number 2 gives you a deal for NEXT Thursday, is she somehow obligated to - and I quote - "stick to the agreed upon deal" for this last minute appointment? Is this a "no show" on the second girls part for saying no to the appointment today? Should there "be consequences"? As in "this is a no show and there will be consequences" - direct quote, and the only line in the response email to her saying "no". Is the second girl responsible for you missing out on a hotel room, because she didn't say no in time for you to stop checking in?
I am seriously confused as to how the second girl could be at all responsible for being a no show, or his being out the money for the room, or why such a creeptastic line as "this is a no show and there will be consequences" is necessary. But maybe I am missing something, as I know this client and his MO, and am want to react with something close to disgust when he is mentioned. But, not everyone is lucky enough to be able to turn down the likes of him, so...
Summary: hooker 1 cancels. It's now hooker 2s fault for him paying for the room, and she is a NCNS for the appointment that she said no to. It's broken down into: who is responsible for the room, is this a no show, and should there be consequences for hooker 2.

And now, 6 hours after the scheduled appointment still no communication. Such is the life of a hobbyist. FYI said appointment was confirmed at 9 PM he night before. A complete waste of 3 hours.

If provider A leaves for Hobbiest B's hotel room 28 miles away and drives an average of 45 mph and provider B leaves for same hotel room, 18 miles away and drives an average of mph but leaves 15 minutes later, because Hobbiest A can't tell time and overstayed his welcome, who will get there first?

Hooker number one cancels on him. It's now apparently hooker number 2s fault that he spent money on a hotel, and he is threatening that there will me consequences for not showing up the the appointment that she said no to. Why? Because they have an appointment in a week.

Dude gets a hotel to bone hooker #1. Hooker #1 no shows. Dude, not wanting to waste hotel room, calls hooker #2, who he is already scheduled to bone next week at a discounted price. He asks her to come to hotel right away, and at the discounted price she has agreed to for next week. She tells him to go fuck himself. He tells her he regards this as a NCNS, and that there will be consequences to her. Question is: who's the biggest asshole, and why?

You can't be a NCNS if there's no set appointment. Yes they have an appointment set further down in the week but not that night that's he's requesting so it's not a NCNS??? This is idiotic. If a client ever talked to me like that let alone threatened me. I'd completely write him off and not take his calls or emails. I'd even consider blacklisting as he's technically threatening provider #2.

My response is based on my understanding of your post. Your summary made the most sense. Without it I would have past right on by. I am assuming you didn't leave out any relevant details.
Of course it's not #2's fault. She never had a pre-book agreement. Every right to refuse a 30min on the spot call even if she's familiar with the impatient guy.
Had that happen to me before actually. i.e had a room and cancellation text msg 20 minutes after time..
It's hooker #1's fault for cancelling. Good reason for the provider to get the room, then if she bails at the last minute, she's out the room fee.
Hooker #2 has no responsibility since she never confirmed an appt.
a cancellation, maybe late notice and maybe a flake, but definitely not a NCNS.
Provider #2 is obligated to what she promised the client.. a meeting the next week at the agreed (discounted) rate. She owes no other discount. She owes no last minute outcall.
If the client is threatening to either provider, then in my opinion either provider is free to cancel all appointments with the dude on that basis and to cease all further contact. The guy can't write a review if a meeting never happened, so his threat is empty at that point.

Girl #2 offered him a deal for some date in the future...now, the dude wants to use it for a last-minute appointment.
If he knows that certain favorable circumstances that led to the discount are no longer applicable...he SHOULD pay full rate. However...if he doesn't realize that, then if I were girl #2, I'd expect him to pay the discounted rate. If I didn't feel that it was worth my time that particular day, I'd say I was already committed. I wouldn't bring up the fact that the other factors had contributed to my refusal. I'm not saying he's right, but I could see where (a guy like this) might get pissy if that's the way it was explained to him.
His date with #2 was scheduled for a week later...if she can't go today, not her fault...don't see why his room has anything to do with her.

Your writing was all over the place but if you gave a guy a discount once you aren't always obligated to honor the same discount. If you have set rates posted and the client is aware he shouldn't be trying to get a lower price.
If I had a set date with you and you had rented a room for us then called me 30 minutes prior to our date telling me that you wanted $450 instead of $350 for the hour I would be upset. If I didn't agree to that and your posted rate was $350 when I made the appointment and I don't show up at the hotel. I'm not a no-show because you breached our verbal contract.
No-shows are bullshit for all of us. If I have to cancel I try to be respectful and give as much notification as possible. If I do have to cancel last minute I believe the lady is entitled to compensation. I believe that is true for us guys if a lady cancel coming to a outcall at the last minute she should offer a significant discount on a make-up session.
This guys bark will be worse than his bite. Use the PO board and you have his screening info so let the people you verified him through know how he treated you.
Johnny, you are so right. No shows can happen, and the way they are handled (with courtesy and respect flowing both ways) means everything.
I've been hobbying for a couple of years, and have had a no show or two. In each case, the provider made it up to me in some way... a discounted future session, extra time, etc. You can bet your ass is I missed a session I'd make sure she didn't get stuck without some effort to make it up to her as well.
How these inevitabilities of life are handled is what defines the type of people we really are.. provider and hobbyist alike.
Luckily, I only saw him once, and that will be the first and last time. He is one of the few people in this hobby who has ever truly made my skin crawl. He fancies himself some "big reviewer", and uses it to pressure girls into steep discounts. My friend was just unfortunate enough to let him on to a problem she was having, and he tried to go about his usual MO.
Luckily, she stood up for herself, and I really can't say how proud I am of her. He even had the agencies in the area giving him steep discounts, out of our pockets, for a good while. This post was more of a vent/I hope you see it you jerk kind of thing.
