I am new at this, well in this country anyway, but have seen lots of escorts over in the UK.Would providers accept references from overseas providers?

I'm sure some would, especially if they are "known" (there are a couple of overseas providers who post on these forums) - the main reason they might not though is that providers pretty much use cell phones , and an overseas cell call can be pretty expensive, so some providers may balk at that.

Never hurts to ask though.
