I would suggest you try a couple of the international review boards to check out the local talent there. I'd give you a link to one I know, but it's against TER rules. Drop me a PM and I'd be glad to supply it for you.
As for your passport, there are still expeditors out there I am sure and for an extra couple of hundred bucks I bet you can get that 3-4 months down to just a few days. I remember several years ago I was on my way to Panama and while my passport was still valid, it was due to expire in a couple of weeks and the rule was your passport had to be valid for at least 30 days from the date of departure, so I paid an expeditor something around $400 and I had my new passport in about 48 hours.
