I feel the number is higher.  3 out of 10 of single men is semi-believable; but I don't buy that the rate among married men is so low.  I didn't check the link, but I wonder if the number would budge if you include BJ's or HJ's.  As demonstrated by sexual partner surveys, people lie in anonymous questionnaires.  Or maybe I'm just in the top 15% in hornynness.  Wouldn't surprise me.

No, you are not in the top 15% of hornyness.  Just in the top 15% of having balls.  I think 100% fantasize about it but only 15% take the plunge.
