If prostitution was legal in all fifty states, could the criminal justice system! put people to work as prostitutes, as a work program?

And, they have to the right acumen and to some extent have to look the part. And if legal and thus foisted on the poor in order to pay the debt of their keep, both men and women would be assigned the job of providing sex for a livelihood.
