How in the world did this review performance pass with a rating of 9? Who's moderating these reviews these days?

This is why problem reports were invented. When you find stuff like that, send in a problem report instead of linking it on the General board.

When you look at a review there’s a link that Says “report a problem.” Click on that, and submit your problem report. If TER agrees with you, they will update the review and give you 2 free VIP days.

I bet a few people have submitted problem reports on this one as soon as you posted your OP.  If you look her review is now an 8 (still too high). I bet tomorrow it will be a 7, and someone other than you earned a few VIP days.

Look at the top right of the review page. You should see a "Report A Problem" link right next to "PM Reviewer".

but a link on the review/profile page -- Report a problem. Look on the left side.

 
Depending on the nature of the issue you want to report use that or the Contact Us at the bottom of any page. Use Report a problem when it's a clear issue -- such as a TER rules violation -- that requires no followup or deeper investigation by TER admins. Us the Contact Us when you need to write a paragraph to explain why you're reporting the issue.

Just because you don't agree with the rating of an escort. Doesn't mean that she doesn't deserve it. See, Chemistry between the Escort & The Various Hobbyists that she deals with can change.

TER has eligibility rules to earn any performance score above a 7.  If a provider qualifies for a 9, and a reviewer gives her a 9, I may disagree with his score but I can’t change it. However if a provider only qualifies for a 7, and a reviewer gives her a 9, and TER does not correct it to a 7, I definitely can file a problem report and get it changed to the proper score.  

When you say this: it does not always apply, and in the case of the OP’s example, it definitely does not apply. She does not qualify for the score she was given.

from what TER’s scoring system says I can give her in a review. That’s the problem with attaching rating points to a few select services.  There’s a way to give credit for chemistry, also location, but those aren’t reflected in the Performance score of a review, which is what the OP is about.
