Yes, the quality control of many AMP's is hit or miss.  Often times (especially of late) gals  will refrain from any of the normal come ons that they are known for (The most common being the question:  Is there anything else I can do for you?) if they have heard of recent LE activity.

I find the best way to make your intentions known is to say things like:  "You sure are very attractive."  or  "Do some guys ever ask you about extras?"

She will immediately know what you are up to.

If she is game, she will take it from there.

If she is worried about LE or is just not interested in more than massage, she will act like she never heard you or just shake her head.

Discretion is the most important rule in making contact.

Look most massage parlors are strictly hit or miss. Some ladies will play along and offer "full service" extras; others will just give you a mundane, uninspiring, boring massage....if you’re lucky you'll get an equally uninspiring hand job. You even state above that you are virtually 0 for 4...not a great batting average per se.  

Unless you have some fantasy (which is strictly your choice) of getting a massage and then getting fucked at a parlor, there is no reason to waste your time with these services IF your ultimate goal is to get laid. Why go through the drama and tension of "will she or wont she" offer full service when you can easily search TER and find a full service provider? I am sure your lady (if you ask) will also give you the  massage treatment to boot.

Massage parlors in general for the most part are not worth the headache...especially for a hobbyist who wants to get laid. There are no rules for knowing which parlors offer full service amenities and which ones do not. Search TER and find providers where you KNOW what to expect. It's your money, why spend it on something that might not be what you want?

I think the key - in every AMP I have been in - is in the first 2 min.... every house mom asks... "ha u been here befor?"  ALWAYS ANSWER "YES, I HAVE!"  even if you just arrived from the plant Uranus and have never even been within 2 million miles of earth before.  that phrase and the standard response is the "code word and phrase" for recognition - "I know what the score is"

When the gal takes you to the little room in the back, it also helps if when she leaves (who knows what they go out to do!) you take out off all your clothes and lie face down on the table... or face up for that matter....   when she washes you, moan when she gets near the package... etc...  

Heck, I've even gotten laid in a strip joint!  but that is far more rare... more likely there is a Hj or BJ....  although I gotta say, the other day, there was this really hot chick, and well she took matters into her own hands, and lets just say the g-string just magically went away....   no penetration, but geese....
