You just need to "claim" your profile with TER and you will get PM ability.  I believe  there are instructions in the "Help" section.

Providers who have "claimed" their profile will have "See my TER reviews" next to the little envelope on their OP's and will have the same "See my TER reviews" on the drop down menu next to their handle on their other posts.

 
As you can see Bia has already claimed her profile and she most certainly already has the limited VIP that comes from doing so.

With Limited VIP you can send PMs and receive but you have to check your messages from time to time because it won't show that you have any.

Alas, for the first time since about 2008, I ran out of VIP days. :-(
