I tried to put up a  
review of a provider
and it was unapproved...

Here is TER's response to me:

"The provider who you have reviewed is currently delisted from TER. If a provider is delisted, TER does not accept or post reviews for that provider."

 
So why are some providers "Delisted"
She is from a local agency...

Could any providers clue me in?

broke TER rules  
and were banned,  
or they voluntarily  
delisted.
(reasons such as stalkers,
Harrasment, legal issues,
custody cases, etc.)
