It is illegal because (1) it violates patents and (2) it is false advertising to claim to be all natural and not to list the illegal, unnatural ingredients. WARNING: The amounts of sildenafil can vary quite a bit, so you don't really know what you're taking, dosewise. Don't pop extra pills to speed things up or make things last longer. You could die.
On the other hand...and a more healthy, cost effective and more widely available alternative, watermelon...yes, watermelon, has some attributes that possibly can help. At least there is that rumor. Seriously.
