But that's way different than slightly under average. As long as you're not too small for the condom to stay on securely (better yet, use FC!), then I can't imagine any complaints. I would assume that a small dick would be easier to work with unless you're demanding some weird positions that require a long dick.

The size is not issue to a provider...safety of course as you have mentioned is for you and me.  I suggest the female condoms or smaller sized ones.  I travel with both...you may want to invest some time and get your own so that you have them on hand when you are visiting a lovely lady.

If it's small enough to be swimming in the condom, we aren't having sex. That condom has to be secure on there. If it's huge too, condoms can break or it hurts, I don't like that either. Service providers don't care about the size of your manhood, just the size of your wallet. They know what to do with it no matter what the size, as long as the money is good. I am average in size, but have received plenty of compliments about my manhood, because it is solid.
