I've had clients offer to do so before when I was unable to successfully screen them. But I've never accepted the offer, and have never requested it. I fail to see how it's really a very reliable method of screening. Scanning a fake (or photoshopped) ID and emailing it is a fairly simple process. It's a lot more difficult to spot a scan of a fake ID than it is if you're holding it in your hand. If they have any skill with photoshop, they could easily change any of the information to whatever they wanted. So as far as I'm concerned emailing a scan of an ID is completely worthless.

As for how safe it is for the client... agencies deal with all kinds of personal information daily. No reputable agency would even consider doing anything nefarious with your information. Their reputation is important to them, because it effects their income. If it became known, or even rumored, that they were doing anything with a client's personal information, it would kill their business. But there are some less than reputable agencies out there as well...

1) a copy of a drivers license is not a very good method of screening, so it is not very helpful to a lady or an agency.
2) if you were to send it to a reputable agency, your info is probably safe, but referring back to #1, it wouldn't be very helpful in screening anyway.
3) there are many "less than reputable" agencies.

For me the answer would be, No way. Not happening.

and an agency asking for it, would be too much for me if I were a guy. I can see asking for it when he arrives, which still makes no sense to me, but not emailing it beforehand so there is a record.
