Not an app but an app-like icon that will open TER in a web browser on your phone.  

 
The process varies by phone type.   On an iPhone:  

 
1. Start your browser (probably Safari)
2. Bring up the TER URL
3. Sign on to TER  
4. Optional, save your user id and password on your phone - IF no one else EVER uses your phone!
5. Click the "send" button at the bottom - looks like a square with an arrow pointing up
6. Scroll down the list at the bottom until you see "Add to Home Screen" and tap the + sign (it's in a box)
7. Name the Link (can be any name:  TER or NOT TER!)
8. Click on Add in the top right corner of your screen
9. Press and hold on the new icon on your phone desktop screen until you see a small menu.  
10. Click on "Edit Home Screen" and all icons will start wiggling
11. Press and hold to move the TER icon to a folder or other screen.  
12. Tap an empty area on your screen to get icons to stop wiggling.  

 
You can now single-tap the new icon to launch TER in a browser window on your phone.
