Laundromats, public parks, shopping malls, The Department Of Motor Vehicles, grocery stores, libraries, cafes and bistros, birthday parties, weddings, funerals, pet stores, the recycling center, bars and pubs, church, political rallies, doctors' office waiting rooms, gyms, farmer's markets...

If you have a vagina, at least one guy at each of these locations/events wants to touch it!

It was an acupuncture cum (That is correct usage by the way; it is Latin for "with".) massage practice run by an older Chinese man.  Apparently he had a pretty steady practice of middle aged gals who wanted to get their freak on with him.

One of the clients, I guess, didn't get the memo and she dropped a dime on the guy who was busted after a decoy sting.

He professed to not know what the big deal was, and said that an orgasmic release is needed for every treatment, which sounded OK to me, of course I don't write the laws or sit in judgment.

There most certainly are places where a woman can receive a sensual massage from a man. Generally speaking, this service appears to be more available (or at least more visible) outside of the US. There are not nearly the number of options as there are for men. At the same time, not exactly a needle in a haystack in many larger (less conservative) US cities.  

And, as has already been said, from a legal perspective it absolutely is considered “sex”.  

And, why the assumption, by default, that it would not be sex? Sex..or sexuality encompasses more than p/v penetration. And, how do you know women would not pay for sex (p/v or otherwise)? Maybe you assume none do because you don’t see it. Definitely in smaller numbers than men. But they do.  

Not ALL women want to pick-up some random guy at a bar, or laundry mat...or wherever, just because ‘they can’. And, even if she did, highly unlikely what she would end up with, from random hook-up, is a sensual massage.....if that’s what she’s looking for
