Micronation Servers; Extranational Offshore Servers; Would it work?

So I was thinking about some news items from yesteryear and pulled up a couple of them.
.
Google was thinking of establishing server farms in the ocean, outside of US territorial waters. It could save money (use the ocean as both an energy source (electricity generation from thermoclines or wave actions) and cooling capacity) and it would be outside the law of the LAND.

.
The micronation of Sealand (actually, a Principality) was offering secure, private data storage services.

.
So that's the idea, an oldie but goodie.  Let's buy an old boat, deep ocean oil rig, cruise ship, built-to-purpose barge ... whatever it takes ... and relocate TER, P411, and other useful websites to a location truly beyond the reach of meddling governments trying to control what consenting adults can and cannot do.
.
If it is a converted cruise ship, leave one deck unchanged for offshore trysts. :-)
.
Clear sailing ahead!

I think the point is that future off shore sites will have to be owned and operated by non US citizens. As well as not intending to personally visit the USA.
