Problem is, there are many and they keep doing it because they get away with it until someone finally grows some balls to spend 20 bucks and warn others!
there is no official 'TER provider of the year'. Some regional boards have had at one time or another, a thread for the provider of the week, nominated by the local guys on that board. We used to have it in FL, but it's been discontinued as it just degenerated into a popularity contest with the same guys nominating the same girls week after week.
If some girls are advertising themselves as provider of the year, it's just a marketing ploy. Remember, many hobbyists are not members of TER and a claim such as that just helps to make the guys think she is above the rest.

I honestly don't think it would help my business any to be in the Top 100, but that's because I am a normal escort in the deep south. I have no need to spend days on end flying across the country to see anyone, but I will for the 'right' one. For women with no children and a career they can manage from a laptop, these guys show them a life one can only dream of...if they wanted it, I mean. That is why image is everything and that includes a pro site, pics, and ratings.

On the backchannels via PM and email, there is a lot of talk about how one girl who was a "Top" provider didn't even live up to the reviews she had. And of course there is the pressure that is put on a reviewer to score a certain way because certain providers are driven by the math of the average.
It's no different than the league tables on Wall Street, where certain firms were obsessed with being the #1 underwriter in a certain segment of deals. But in the end, it's nothing more than a bragging right, even if it does result in some marginal amount of increased business.
You're right that there is a certain market for this, and that certain men are attracted to this. I'm not one of those guys, clearly, and I find it humorous myself. If a lady gets reviewed by 50% of the guys she sees (and that's a very high %, I think), then it goes to figure that she is seeing a lot of guys, and I just PERSONALLY don't care to spend a premium to experience a girl who sees that many guys and is that obsessed with her own ranking in the TER League Tables, so to speak.
But that's just me, and that's not a rip on those who do use this as a guideline.
I guess for these women, this really IS a career.
