I thoroughly enjoy beautiful art on an equally beautiful canvas.  That said I am not fond of facial ink.

Regarding  the tattoos it's  tough for me  to pinpoint  a particular body part preference,  because  people are so creative and always amaze me. I dated this girl with 3D boobs covered  in spider web tattoo which was really cool. I also like them above the navel and on the back. Don't like them  on a woman's neck.
Regarding piercings - There is something about  tongue  piercings  that just arouse almost   instantly .I like pussy piercings too, especially if the female find them stimulating during play.
I  am not big on nipple piercings because I feel like access  to " the girls" are a little  restricted. However,again, if the female it stimulating , am all in.

quantity and tastefulness than location.  Is there is a high volume of coverage, then there should be a theme of some sort rather than a bunch of random tattoos.  Body condition is very important to me as well.  Women who are lean and have visible muscle definition look a lot better to me with body art than women who are spongy or have some extra poundage.  

 
The only place I don't like to see tattoos is on the breasts or very close to her pussy.   I once saw a girl that had a conch shell tattooed on the inside of her thigh.  I asked her why she put it there, and she said because if I put my ear up to it, I can smell the ocean.  Lol
