Unfortunately, it can.

Though one or more of those officers might ultimately go down hard for it on their own, it would be very difficult for her, if not impossible, to fight the charges.  

I don't think this is uncommon at all.  I think vice cops sometimes partake a time or two before the bust; I mean, how can they resist that temptation?  She really shouldn't have trusted LE.  Likely, this isn't the first time these creeps have done this.  The very most she could do is find out who else was burned this way, form them up into a "club" to out these guys to their departments.  

Of course, that won't save her from her current predicament.  

In San Diego County a few years ago we had an "investigation" that took a year to complete.  The officers used the incall service of a well reviewed incall massage facility for the entire time while "building" their case.  

We were also one of the lucky areas that had false ads on sites like Eros that were PD.

When we had our last Super Bowl I was due to meet a lady from a Florida agency that was busted by the client before I was to meet her.  

So, the old myths about getting a guy to feel a lady up or getting him naked don't apply.  They can do a lot and lie about it later if that's what it takes to get a conviction.
