In other words, there's an endless supply of fresh meat to victimize.  Not enough word-of-mouth risk to be concerned about, and even with the added advantage TER provides, there are still tens of thousands of guys in the huge greater LA area that have never heard of it or read a review.  

The scammers also are well versed in using LE to their advantage, knowing how to get you arrested if the situation gets out of hand or if you refuse to lay down like a sheep and be robbed. Of course, the potential for this type of thing exists in any major city, but like in so many other ways, LA has more of everything- both good and bad.
