When you are properly screened doing an HIV test, you should be asked about risk factors and if/when you have had any experiences of possible exposure and the timeline of when those events happened.  

Risk factors are if you engaged in activities where blood, semen or vaginal secretions from someone else that was HIV+ or HIV status was unknown could have entered YOUR bloodstream in some capacity.  

If the last event was over 6 months ago, the test should pop positive if you were exposed.  Many people will pop positive in a month from exposure.  At 3 months, I believe it's 95% or more that will have enough antibodies to test positive.  it is RARE for a false negative at 6 months from exposure.      

If the event was less then 6 months ago, and you get a negative result, you should be recommended for retesting whenever the 6 mo. mark is from that last possible risk exposure.  

More sensitive tests are generally not run unless you test positive (as a confirmation) with an oral swab, or you specifically request the blood draw.

For people that engage in risk behavior regularly, proper education on how to reduce those risks (such as safer sex practices or not sharing needles) is essential.  Testing negative is not prevention.

IMO, general practitioners are not going to be the best place to get accurate HIV information/education.  There are lots of resources for STD/HIV testing on the web, such as JustGetTested.com

I asked him to give me a full STD screening, and he freaked out a little.  
 Especially about the HIV test.  
 He said not to trust the test.  
 Not that I am going all over raw dogging girls anyway. Thats besides the point.  
 He said "You really want this test?"  
 I said "Yeah. Why? Is it really expensive, or something?"  
 "No. It's covered, but I don't recommend you take a negative result as being clean."  
 I sit there with a stupid look on my face...  
 He goes on to explain how the test is really bullshit.  
 That if you just contracted it. Like 4 months ago? The chances of it showing up on a test are nil.  
 Also it can incubate for years, before it is strong enough in your body to show up on a test.  
 So the moral of the story is... Always cover that thing up! Obviously in P4P, but in regular life as well.  
 Way too many people get tested clean, then go fucking like crazy, and spread shit according to him.  
 To me that is interesting, because that is exactly what I did in my twenties.  
 I would go to planned parenthood. Get tested. Get a clean result, and think its okay. It's not.  
   
 So make sure that when you get tested. It is for your piece of mind.  
 Not so you can go sticking the natural casing hot dog into every bun.
