Good question though.  I have a group of gals I consider regulars but I only see them about every three months.  Some may say that means they're not "regulars," then what are they?  It's not my fault I like a lot of strange!

'Regular' to me is someone who comes to see me regularly.

Twice a week, Weekly, bi-weekly, monthly, etc. etc.

If you see a lady often or on a rotation. Every week, month even every other month. She is a regular.

To me anyone I have seen more than twice is a "regular." Although the ladies may not see it that way, I know some do.

I have had a provider I had seen only twice, call me a regular.
Another one during my third date, told me, "Your price is xxx because you're a regular."

Locally? If I see a guy within a month or 2. Some may be considered a regular but see less frequently, as have seen for many years.

If you are a traveling girl, pretty much if you see him every time you are in town.

Different levels of regulars. Some I see once a week. Some I have seen for over 9 years.  

Perhaps a guy would say a gal is his regular if she is the only one he sees, no matter how infrequent that may be.  

I generally consider those with whom I have me more than a few times a regular. Twice for me does not a regular make.

On the other hand, when I like a gal, I'll see her for years and years.  I've known two gals over 20 years, and another two for around ten.

That doesn't even count the traveling gals who I keep up with either.  If you see them every time, or nearly every time they come to your town, that would make them regulars to me.

... I typically consider a client a regular if I have seen him more than twice. I have some regulars that I do see on a regular basis, so I suppose they are more regular regulars and others I see occasionally.

Some one whom calls twice a week.   Some one who does one over night a month or one all day appt at least once a month , consecutively for over a year.
