The problem with Spitzer is in the other direction.  The provider should have check to see if Spritzer had file the cash transaction report. Actually, the person receiving the money is required to complete the form and submit it and if the recipient has a feeling that there is some suspicious activity there is a differne tform the person is required to submit.
