It's been a long time though so maybe things have changed...
Who "owns" the TER ID? If a girl works for an agency and leaves, can she not take it with her? The reason I ask is that I've seen some highly regarded, strongly reviewed agency girls just up and disappear - girls that I've been keenly interested in seeing, who simply vanish. Many, I'm sure, just left the business, but I can't believe that NONE of the girls I'm looking at have gone indie, or to another agency. And if they have, they've likely changed their names, so it's impossible to find them. The TER ID is (should be) lasting, and some of these girls have earned a strong following. I can't imagine why they wouldn't keep it. Are they not allowed to? Another thought - how many of these first-time agency girls are even aware of it, and how important it is to their career? Maybe they're in the dark?

and TER gives her a new ID. So you need to recognize her in an Ad or by other means deduce that she changed her name and affiliation.
Sorry, no sure-fire way to track down a former agency girl gone independent.
If you know her home city you could ask on that regional board if anyone knows her whereabouts, but you often get silence out of respect for a girl's privacy upon retirement. Otherwise, you're left to use the search criteria for her broad age range, ethnicity, hope etc...

TER owns TER data. I doubt they give a flying fook what the provider or agency thinks.
Now a provider might have some sort of agreement with an agency -- but that would only be enforced voluntarily or by Moose and Rocco.
I know personally that one of the girls who left an agency to go independent. Yes the reviews still belong to the girl and so does the TER ID. The provider I have had interest in just changed her last name. A few of the providers I meet have started out at an agency to later go independent. The TER ID and reviews are the girl not the agency.
When you say "own" the account, do you mean the ability to post and send IM's? That belongs to whoever has the password, which is probably who set up the account. If an agency has this and does not give it to the girl, the girl can set up a new account. She can refer to her previous reviews.
Many profiles have name1/name2/name3...for the same girl.
Agencies have one account for all ladies - it's simply the reviews that are separate. If you look at agency posts they are not in the individual ladies names - so the lady wouldn't need/want that anyway....
I think by account they mean their TER ID which links to a profile page with their Info and reviews when they leave....click the link to the profile and maybe you'll see what I mean..
